Volkswagen Group has the highest total research and development expenses, and is the only one exceeding $10 billion. However, General Motors has the highest percentage of research and development expenses to total revenue.

Tesla’s research and development expense percentage is relatively low, partly due to the lack of new car launches last year. It is expected that their research and development expenses will increase in 2023 due to the development of Semi, Cybertruck, and restyling of Model 3, among other models.

Last year, media also made a list of 2021, showing that Tesla’s research and development expenses were about $2.6 billion, ranking lower in total. In response, Musk said, “I’m curious how these things are split up. I think the whole company is the research and development department.”
